It encourages participants to challenge assumptions. A creative, adaptive process must enable and encourage stakeholders to think “outside the box.” Participants must be able to ask whether a law can be changed, whether a problem can be defined differently, or whether a related topic needs to be taken up. They need to be able to experiment, explore, and challenge accepted practices. Participants with less power need to be able to question existing power structures or show how these are harmful to them. All stakeholders need to be able to propose ideas that may seem crazy to others at first. One of the greatest benefits of consensus building is its capacity to identify new directions and ideas that would not otherwise be considered by an agency official or a chief executive, both of whom must make decisions within existing institutional and resource constraints. Complex systems are at their most effective when they produce new patterns that allow them to perform in unanticipated ways.
